There is no reason to fire a sniper rifle with no scope, there are much better weapons for close/mid range like shotguns and smgs, grenades, grenade launcher, c4. A sniper rifle is only useful when you shoot on long distances and that's impossible to do without a scope. As true as that is Maybe the guy wants to fire a sniper without the scope.
