It can if you have a Blu-ray drive and the Blu-ray movie is from same region as your Blu-ray drive. Otherwise, you need backup the blu-ray movies to hadr drive and then play on Windows 10 with media player like VLC.
I am running Win 10 Pro Build 19042.685. I have an LG blu-ray player installed in the machine. The drive will recognize audio CD/ data/media DVD's but not Blu-Ray disks. I put a BR in the drive, close the drive and the drive pops open with an "Insert disk in drive" pop up on the screen. I've manually gone into computer management and triggered

In reply to Deano k's post on November 9, 2017. Since the Blu-ray disc played once, the issue could be on the media player you're using. We suggest uninstalling and reinstall the media players and see if it helps. If the issue still persists, try using other Blu-ray compatible media player programs to help isolate the issue.
